here are all the places:

cops: right base
jail: room next to cops (cops must destroy grav lift to get robbers out or robbers can escape with the window panels, but if they do the cops can kill them)
hitmen: in front of cops (cops must pretend its just an old shack, until they find out on their own its a hitmen office)
car: next to hitmen (owner must stand behind the counter in front of the shop and go get the car himself, the buyer should never go in the garage to get a car because them the owner can report them for stealing)
gun salesman: room opposite of cops
city hall: in the middle of cops and guns
fast food restaurant: next to gun salesman (owner should take drive through orders and local orders, there is a shotgun under the counter for EMERGENCIES ONLY!!!!, equipment is ONLY used for cooking and for food)
drug salesman: next to fast food place
citizen house: between cars and drugs (citizen may also have a job as taxi driver)
